Currently, neither the grid's ability to connect new, clean DERs nor the utility rules for doing so are sufficient to meet the rapid uptake in distributed clean energy coming online; moreover, antiquated rules for how we assign costs for connecting new resources no longer correspond to all parties who benefit from grid investments. A proactive planning approach with the proper cost-allocation rules will encourage developers to rapidly deploy DERs, helping the Commonwealth meet its decarbonization goals while mitigating ratepayer impacts.
